Examine the organization chart of any large governmental organization in the health or human services field. From both a theoretical and practical viewpoint, rate it on efficiency, transparency, cost-effectiveness and potential ability to respond effectively to challenges and its own stated mission goals. (For example, I grade the US Department of Homeland Security a “D” under these criteria; in contrast, NOAA gets a “A” from me……)
